no choice but to expand the scope of their biological countermeasures in
step with the military operations then underway.
Looking at the record of Ishii's fascination with biological warfare
from his European tour, and his aggressive salesmanship of it to the army
upper echelons, it seems clear that there was nothing defensive about Unit
731. The only thing remotely defensive about it was strident tone of the
argument with which Ishii justified its existence.
