Due to the economic crunch and political repression at the eve of the North Expedition by the National Revolutionary
Armyđnumerous judicial officers headed for the South voluntarily from the lackluster North China. Both during and after the
North Expeditionđprominent judicial officers from the North like Wang Chonghui and Luo Wengan joined the ranks of the
higher echelon of the Kuomintang. Under the criteria of legal knowledge and legal practiceđthese judicial officers from the
North supported each other and joined the Nanjing Government in droves. On the one handđsuch a development was closely
related to the KMT's talent policies and the shortage of legal personnel in the South. On the other handđit also had
something to do with the burgeoning community of law practitioners and the internationally popular idea of“separating the
judiciary from political parties”. Maintaining the personnel stability in the judicial system during the government reform was
conducive to ensuring the smooth functioning of the judiciary under the new government. For the KMTđhoweverđthis also
engendered many problems. These judicial officers were not affiliated with the KMT and they may distance themselves from
the ideas and governing strategies of the KMT. Some of them even publicly demonstrated their opposition to the KMT. The
judicial system of the Nanjing Governmentđwith most of its personnel coming from judicial officers of the Northđwas not an
effective instrument for the KMT to engage in political struggles. Government reforms and the flow of judicial officers around
1927 shed light on the personnel linkages between the two hostile regimes at the time. It was also indicative of the fact that
the KMT regime was nothing but a gigantic mishmash.

German conceptual history is widely respected in the international academia. Basic Concepts in History
̵ Geschichtliche Grundbegriffe̶ đa book edited by Koselleck and his co-editorsđwas hailed as a classic work in the study of
classic conceptual history due to its success in reconstructing the emergence of modernity in the medium of language. So-
called“Sattelzeit ̵ saddle-time̶ ”and“Simultaneity of the Nonsimultaneous ̵ Gleichzeitigkeit des Ungleichzeitigen̶ ”are
two important termsđthus key categories of his historical knowledge that is based mainly on the concept of time. “Saddle-
time”means a special transitional period towards the future or the outset of a new era. “Simultaneity of the
Nonsimultaneousđ”as one feature of modernityđrefers to the basic experience of all the history in the past. Koselleck's
theory of historical times of modernity focuses on the hiatus experiences in a particular historical period - from gradual
change to upheavalđand on the formation of modern language. In his viewđconceptual history is de facto the temporal

historical times aims at the exploration of the temporal multilayeredness of experience and of language during the transition
period͈ it reveals the temporal structures of centrally important termsđwhich contain the elements of the pastđthe presentđ
and the future. And it indicates the break between “the space of experience ̵ Erfahrungsraum̶ ” and “the horizon of
expectation̵ s̶ ̵ Erwartungshorizont̶ ”. If one focuses only on the structural characteristics of the transition period as suchđ
it is possible to recognize similarities of western saddle-time and the decisive period of East Asian respectively Chinese
society on its way to modernity. The characteristics of saddle-time terms uncovered by Koselleck can also be found in
important terms that were transferred from the West to China in the Chinese transitional or transformation periodđand thus
in the modernization of Chinese terms.
