cooperative economyđso that it became the main economic form of the base areas. The government of Shaanxi-Gansu-
Ningxia border region also tried to carry out productionđdevelop economy and solve the financial problems faced by the
border region through the cooperative system. Through the research on the production and transportation of salt industry in
Shaanxi-Gansu-Ningxia border region from the perspective of cooperative economyđwe can understand how the salt industry
was“organized”and the practical effect of cooperative organizations in the process of salt industry development. The
dynamic process of adjustment and integration between cooperative organizations and salt industry development was also the
process of the border area salt industry economy moving from “individual”to “collective. ”On the one handđthe
production and transportation of salt industry changed from “individualization”to “collectivizationđ”which realized the
production revolution and solved the economic dilemma of the border area. On the other handđthe people in the border area
changed from“individual people”to “collective peopleđ”changed the concept of laborđand constructed the collective
consciousness of the people in the border area.
Partial Control or Total Control͇ A Discussion on Grain Management within the Nationalist

In 1940đthe wartime grain crisis broke out and became more and more intenseđand to control grain became the
consensus of the majority of the personnel in the Nationalist government. Officials of the Executive YuanđStaff Office and
other institutions successively discussed the two paths of partial control and total control. The differences between the two
lain in whether to use administrative meansđimplement strong control and change the basic economic system. Partial control
schemes appeared earlierđbut the idea of total control spread more quickly and gradually became the mainstream discourse.
Lu Zuofu proposed to adjust the supply and demand for partial controlđand Tang Zong tried to add six strengthening
