Answer: I have already said that the bacteriological weapon was aimed chiefly against the
Soviet Union. A whole series of practical measures carried out by the Kwantung Army
Headquarters testifies to this, and in particular: the endorsement by the Chief of Staff of the
Kwantung Army of the considerations I voiced regarding the practical employment of the
bacteriological weapon against the Soviet Union, of which I have spoken above; the
bacteriological reconnoitring in North Khingan Province, bordering on the Soviet Union;
General Takahashi's report on methods of sabotage being prepared against the Soviet Union
in the event of hostilities.
All these circumstances bear witness to the fact that these preparations were aimed against
the U.S.S.R. in the event of the outbreak of hostilities.
